Tr\u1ea7n \u0110\u00ecnh Lu\u00e2n, deputy director general of Directorate of Fisheries (DoF), told a press conference on Thursday about the results of the inspection team from the EC Directorate General for Maritime Affairs and Fisheries which took place last month.<\/p>\n

In a letter sent to the Vietnamese Directorate of Fisheries last Thursday, the EC\u2019s inspection team recognised Vi\u1ec7t Nam\u2019s co-operation, transparency and honesty in providing and exchanging information during their time in Vi\u1ec7t Nam.<\/p>\n

They confirmed Vi\u1ec7t Nam has made a lot of progress compared to the first inspection in May 2018\u00a0and is on the right track towards implementing the Fisheries Law and legal guiding documents.<\/p>\n

The country\u2019s significant improvements in the monitoring, control and surveillance\u00a0of fishing vessels have been noted, which could be seen through their on-site inspection at T\u1eafc C\u1eadu fishing port, the busiest\u00a0fish<\/strong>\u00a0market in Ki\u00ean Giang Province. In addition, the management process and organisation of fishing vessels and output through the port were carried out flexibly and effectively.<\/p>\n

Vi\u1ec7t Nam has also made great efforts\u00a0to install fishing vessel monitoring systems, provide regulations and implement gear marking fishing vessels based on the EC\u2019s recommendations.<\/p>\n

The EC\u2019s inspection team also acknowledged Vi\u1ec7t Nam\u2019s efforts in increasing management of\u00a0fishing<\/strong>\u00a0density through freezing offshore fishing fleets. The Ministry of Agriculture and Rural Development also issued a decision on assigning a quota of offshore fishing permits for 28 coastal provinces.<\/p>\n

However, some shortcomings\u00a0were pointed out, such as slow progress of installing cruise monitoring equipment on fishing vessels, incomprehensive surveillance systems with many technical errors, as well as limited and inconsistent sanctioning on violations among localities.<\/p>\n

There is also no evidence to prove\u00a0competent authorities ensure sufficient and accurate traceability mechanisms in fishery processing plants, they said.<\/p>\n

The EC also said that they will not withdraw the yellow card if Vi\u1ec7t\u00a0Nam has not solved the problem of\u00a0fishing<\/strong>\u00a0in international waters.<\/p>\n

Deputy Minister of Agriculture and Rural Development Ph\u00f9ng \u0110\u1ee9c Ti\u1ebfn said the\u00a0EC assessed Vi\u1ec7t Nam\u2019s efforts not only for removing the yellow card but also for future fishery resources and sustainable fishing.<\/p>\n

The EC\u2019s inspection team will return to Vi\u1ec7t Nam to check on progress in the next six months. The country must submit a comprehensive report on the results of the recommendation implementation by May 15 next year.<\/p>\n

The team has suggested Vi\u1ec7t Nam continue completing its legal framework and law enforcement\u2019s implementing work, along with increasing monitoring, control and surveillance of\u00a0fishing<\/strong>\u00a0vessels, seafood traceability and fishing certification.<\/p>\n

According to Nguy\u1ec5n Th\u1ecb Trang Nhung, deputy director of the DoF\u2019s Department of Science, Technology and International Cooperation, the inspection team praised Vi\u1ec7t Nam\u2019s improvements in building a database of fishing vessels,\u00a0updating information on fishing vessel licensing\u00a0and planning for sustainable fishing vessel development.<\/p>\n

Previously, Vi\u1ec7t Nam had no surveillance system at the port but now it has been implemented as a model in Ki\u00ean Giang that has effectively controlled fishing vessels.<\/p>\n
